From the dataset abstract

This dataset is associated with the dynamic report titled 'Basic social assistance: Recipients', which is part of the Kelasto statistical database. The dataset includes recipient totals for basic social assistance paid by Kela, analysed by municipality and age group. It contains municipality-specific annual and monthly totals starting from 2017 and annual cumulative totals for the whole country starting from 2017. The data are updated on a monthly basis by the 20th day of each month at the latest.

'Recipient' refers to a person whose household was paid basic social assistance in the reference period. The population share of recipients by region and age group is calculated on the basis of population data maintained by Kela. Recipients? age and gender are as of the end of the reference period.

The regional data are based on the principal municipality of residence of the members of the recipient's household. In the annual cumulative totals, recipients are counted in the totals for all of the municipalities they have resided in on a month-to-month basis.
