This dataset is associated with the dynamic report titled Existing, new and withdrawn entitlements to reimbursement of medicine expenses, which is part of the Kelasto statistical database. The dataset contains annual data since 1986. The data are updated annually, usually by 20 February. Entitlement to reimbursement can be granted in the case of

The dataset is built around five different indicators that show the number of entitlements:

Entitlements to reimbursement which began during the reference year

Entitlements to reimbursement which ended at death during the reference year

Entitlements to reimbursement which existed during the reference year

Entitlements to reimbursement which existed at the end of the reference year

Entitlements to reimbursement which existed throughout the year (available from 2019 onwards)
Entitlements to reimbursement can be granted either for a specified period of time or indefinitely. Several consecutive reimbursement entitlement periods are counted as one reimbursement entitlement period if the time between periods is at most 90 days and they have the same reimbursement entitlement code. If the time between reimbursement entitlement periods is longer than 90 days, the periods are recorded separately.
That an entitlement to reimbursement has existed does not mean that the person in question has made use of that entitlement to buy medicinal products during the reference year.
The data on wellbeing service counties are based on the municipality of permanent residence at the end of the reference year (or date of death for persons who died during the reference year). Similarly, the data on age and gender are based on the customer data at the end of the reference year or at the date of death. As of 2021, the regional classification is based on the situation in the reference year. For previous years, the regional classification is based on the situation in 2021.
